yes it is
That there was not a crane but part of the original bucket whell / scoop belt excavators.
Theres are still pics of these conveyor wagons used in series to moved the sand stripped by the scoops over a greater distance to the spreader, enabling a larger area to be cleared of overburden. Something like the bridge of the O&K S800 bucketwheel.
