Reading Sandy's post about his surprise when Bertie came to deliver his wine, just made me think that I should get out the soapbox and start my propaganda campaign of protest about the Taxman.

Hot under the collar is not what I am feeling.  My dad used to say "Ek's nou so bietjie meer as kinderlik die donner in". That still puts it mildly.

Rules of tax returns each year specifically includes the fact that your submissions should be handed in before the cut-off date for that particular year.  Non compliance to this leads to an automatic penalty fee of R300, regardless to the final calculations for the amount due to you or by you.  So, I adhere to the rules.  The buggers are on their post month after month to collect from my income the amount they calculate to be paid directly to them:  thus, I pay my taxes every month.  Come income tax return time, I complete my tax, do the calculations and submit well in advance of the actual cut-off date.   

Catch 1 in their rules:  Penalty fee of R300 for late submission and if any amount is due to them, they start calculating effective interest on a daily basis as of from day 21 after issue of the IB34.  Read carefully -  after issue date!  The issued IB34 then get's mailed to you and you receive it, at best, a day or two before the lapse date for the 21 day gratification period.  Buggered....  if you do not pay, they issue a court order against you and can even collect directly from your salary the owed amount, none the less the 30% rule for allowable deductions against a salary.

Catch 2 in their rules:  Submit your return in advance and they owe you money: -  there is no specific period of time limitation for the receiver to calculate your tax in order for them to refund you the owed amount.  You earn no interest on the sum.  You cannot take them to court  -  they are a legal entity and therefore cannot be sued as such.

Right  -  exactly 8 months after submitting my return I find out that they have not even started to assess my return.  I drive to their offices, make them asses my return, show them their calculation errors from the previous years return (they refunded me with a lesser amount than was due), agree to the fact that balance of the pervious year may be carried forward to next year.  Ok, now something is happening at last...  that's what I thought, as I made sure that the asessment was registered on their computer systems.  This was exactly one month ago  - 9 months after submission. 

Got on the phone today to ask them what the hangup is, for I still have not received an IB34 from them.  Got the answer that the asessment was only handed over for auditing yesterday.  Ask them how long that is going to take.  The answer:  they don't really know, but it might be finalized at the end of August.  I throw my own trick question no. 1 at them:  how is your auditor going to audit my tax when I have submitted no actual proof of the amounts stipulated on my form? (As of taxyear 2007, only the IB12 completed form has to be submitted, either via e-form or handwritten, and no documents should be included.  Documents should be kept for 5 years, incase of an enquiry.) It was most definitely a trick question, for they could not answer me on that one!

So,  exactly 11 months after submission, I can expect an IB34 from them.  Don't know how long after that I will still have to wait for the refund.  And they claim that tax returns will be finalized within a period of 90 working days as from date of receipt. 

From this soap box I want to ask you then:  HOW MANY BLOODY HOLIDAYS DO WE HAVE IN THIS COUNTRY, THAT THERE IS NOT EVEN 90 WORKING DAYS WITHIN A TIMESPAN OF 11 MONTHS?

I did ask the girl on the phone if I was correct in my assumption that the actual payment date would then be on the 24th of December 2012......  she still did'nt know.

what a f*****d up system,without trying to be judgemental on our different coloured  bretheren,or trying in any way to be racist,heres another example of the ruling party in africa,ballsing it up for the decent folk,it makes me livid to know that whatever you give a k,he manages,seemingly without effort, to f**k it up.they need a reality check.now im stirring

This is only my own tax frustration.  I also have the added frustration of my client's tax enquieries as well.  You don't want to know what sort of sh*t I live through and have to sort out every year.  90% of the time the offices of the Receiver are at fault.  You will loose all your hair and teeth when I start listing examples of the kind of mistakes they make.

@ Dalene .. my Boerseun at work with a heart as large as a house  ,, says " Kinderlik Bef... K !! its even more expressive .. for the comments on Taxman .. yes in the case of Dalene .. its more complicated as she has commissions etc .. but i will say for their efiling system setup .. its from heaven .. if you just an ordinary  earner ..and you use the  efiling system  .. log in .. make sure you ahve all the relevant documentation ready .. and start filling  in .. the system is  like a  strict schoolmarm .. she does not allow any entry without the correct code relevant to it .. I always used to break out in boils doing my tax form manually ..  I did efiling for the first time this year .. it was a cynch .. when  the schoolmarm had finished with me i pressed ' submit ' .. within 7 days got a return saying I owed ( which i knew and had a ballpark  figure already ) ..  I then did and electronic transfer and again withing 7 days got receipt  and a reminder to  keep all relevant documentation .. in case they selected me for random audit ..  Bobby the system years ago  ( previous regime and new ) was ardous , and the counter staff generally  hardegat ..  despite a corrupt government , our Trevor Manuel ( with the  good team of clever advisors he has surrounded himself with ) has streamlined the service  for the average earner .. one of the  few success stories in this country .. but  yes for Dalene there is a different experience  because of the nature of her income .. and yes also a more than likely the area  and who is running the show in that area ...  thats my perception ..

Bobby .. I understand where you coming from but 
1. I  will not use the  sort of  language  that you are using  on principle .. cos then I'm on the same level as the  " them ' that you refer to .
2. I was commenting on a success story . being the IRS . where actually  a generally efficient system ahs been set up , yes people will ahve different experiences .. but at least its one thing that is an example that hopefully the rest will pullup their socks and try to follow ..
3. We are living here and dealing every day with  the frustrations .. eg : I'm too shit scared to lose my passport or Id book cos Home affairs is a total shambles .. I would go insane  trying to get a new one  and yes want to take someone out . ..  I can name many more things..  taxi drivers .. lawlessness , crime , corruption , jacob Zuma  , our ineffective leader .. etc etc ..
4. Actually its  all of our country , not ours .. we  all live in it .. .. we all here in the mess .. I can get my Brit passport tomorrow and move .. but yes I'm here and yes despite  the mess and corruption I also see opportunity  thats if some form of sensibility comes to the fore ..  that depends on everbodys mindset
5. Me ??  as you observe I'm not going to get myself into a lather ..  to do so is a waste of my precious energy .. i sooner apply it to   doing my best  in my chosen career  and while doing that .. trying to change and move mindsets , its one thing I have a talent for , a gift to hand on ..  even if on my dying day i have managed to change only a few hundred mindsets .. I know i have done my best  instead of getting  angry  and  growling and snarling  impotently ..

i understand  how you feel and what you saying  .. I have those same feelings  but will ot  let themm overtake me or sidetrack me  , .. read into the above ..   it says a lot .
i resent the  anc  opposition  to our mayor Ms Zille .. the  prevaling hate her cos she is  damm good and  does not tolerate  mediocrity ..  " they ' just love mediocrity  cos they can all hide in the middle of the  mediocre mess ..   she would  do a damm sight better if she was not  fighting plitically all the time , its a distraction to her goals and ideals   .. trust me I'm  no  arty farty , liberal soft fool  .. I'm a realist living in the middle of this  at times messy situation  in this  country  and me determined to make the most of it  and yes try to make it work ..

Perfectly aware of the lack of backbone  in current etc etc  and not supporting them  in any way .. as for the electorate .. well they have to learn political maturity and not  vote .. as  so many ahve done for years .. in SA .. my dad was a nat therefore i vote nat .. In GB my dad was labour therefore i voted labour .. Now in SA  .. I'm Black so therefore i vote anc ..   we have had changing scenario  over the years and  hopefully political maturity emerges .. where people vote  without emotion or  in total blindness .. Ohh life is such a bitch hey  it actuallytakes courage to live in the worldof today ..  you go well  ..me logging of now

At least here in Aus they are fairly quick.  If you get all your papers in order and work out what you can claim, then when you get your tax group certificate by mid July, you can go to a tax consultant (Aus$90).

He then does all the calculations, submits everything electronically to the tax office and within a few weeks you get your refund directly in your bank account or have to pay.  So by mid to the of August everything is done.  No bull***t.

Phoned the tax offices again today.   Since my last call NOTHING AS IN TOTALLY NOTHING, ZILCH, NADA, FOKKOLLI has been done regarding the auditing of my 2007 tax.  No explanations, just..............  we don't now!  I friggen drove to Kimberley to get them to do the bloody assesment  -  now again it seems I have to go and assist their blot-head auditors to audit my tax.  Same thing happened last year  -  I had to tell the auditor how to do the audit on my tax.

This is totally unaceptable  -  I am going to pop a vein somewhere......................... madashell

It's always strange in the way that they cannot give you the status of your return, nobody knows anything.... but the moment you do not pay, Wham! there they are... on your doorstep, demanding payment.... confiscating something or other..... I believe though, we are quite lucky not be in the Yanks shoes with their IRS.....

Yet again today my enquiery has revealed that up until date today NOTHING has been done in regards to the auditing of my tax.  Hoooraaaaaaaaaaayyyyyyyyyyyyyy  ---------   another quiery number, another name to add to the friggen list, but still no answers in regards to my tax.  Are they bancrupt  -  it must be, for they owe me a good load of money back and seem to withlay the whole thing in order not to pay up.

Guys, I'm going to land in jail, for I'm gonna get in my car again and drive to Kimberley, but now someone is gonna get hurt and it's not gonna be me.  My thread is getting very thin with these fools now.  This is the second year in a row that they are messing up big time and their auditors are not competent enough to do a basic audit on a tax return like mine.    I think I should call someone at 3rd Degree or Carte Blanche!

After another higly bedonnerde trip to Kimberly on the 23 of September, with web addresses in hand and phone numbers of certain media people  -   woo_hoo   !  Exactly 13 months and 5 days after submitting my tax return for 2007 they have finally refunded me.  Now I'm still waiting for the enquiery on my 2006 tax (they lessened my travel expenses to their own liking, whilst full proof was submitted) to be finalised.  Lady made a sort of alligation that I might be submitting fititious log books  -  oiy  -  you should have heard me.  Demanded that their own forensic guy must accompany me to my car for inspection  -  then suddenly  - no no no, but but....  told her that it was due to this 'malignant assumption' that the fault had occured and if she ever dared to make a remark like that towards me again I will for sure make good work of it!

Good luck Dalene, at least I received a letter last month to acknowledge they received my query which I submitted in 2006!!!!
By the way - had the taxman in my chair yesterday.  Was in two minds - work gently and be in his good books, or take out the sharpest and biggest tools for all the grief they give me!?

My thoughts as well, Patricia.  Well it was quite enjoyable, the whole procedure, sutures and all.  But yet I was still very kind, maybe I'm too soft!  Thought about making a video of the procedure for people to revel on, maybe post it on the net.  ...."The torture of the Tax man..."  Sure I'll have a great number of hits!
