Town being Surveyed! (Again)

this past Sunday, I had two chaps in my garden, measuring  the yard, spotted them all over town this past week, plying their trade.... On enquiring of them, why they are measuring seeing as it was done three years ago and if I recall correctly before that, seven years ago.

The chap reckons that the plans had been misplaced and they had to do it again. I then went on to ask what happened to the alleged 2million paid to the company from the Caprivi that did the survey three years ago, he just shrugged his shoulders....

Amazes me that there is no accountability here, if I had paid that amount of money and had nothing to show for it, heads would be rolling....

Seem's everytime a new "chief" turns up, we just repeat the circle....
