All  part  of  the  " inconvenient truth "   infrastructure  etc  does not  just " take  care of itself "  it requires  constant  maintenance ..
For  the Mozambique  thing  ..   its  was a double whammy ..  war  .. civil  war  .. abandonment of property, take over of property by  any tom dick and harry  .. no  sense of ownership therefore no pride .. so then we  see the slide ..
