when you hit additional options, you get to browse,
find the picture, but you need to check how big it is
resize it as it is probably to big due to the age of digital photography,
it won't upload if bigger than 500kb
there is a programme Mike advices, which downsizes for you,
you can do it in Paint, by using View, Zoom and decreasing the %
I have discovered Picasso, as adviced by George, free download, it has automatically downsized for uploading, and gives you the option of tuning and playing with effects.
