Its not compulsory here yet but its getting harder to find the older type bulb. Philips energy saving incandescent bulbs cost around $7A. or around 51Rand. I renewed all the outside insect repellent bulbs and they cost around $16 Australian and there were six of them that's $96A. or 697Rand. On the packaging they claim you are saving 80% energy and they last up to 3years the guy that came out with that bit of advertising has bought one of the many coral islands off the coast here drinking piña colada and being entertained by Hola Hola  girls I have a box full of the useless ones took them back to the place I purchased them from asked for a replacement they are still laughing.......................................................................
