So it we received this email this morning from OTMCO:

"Dear All


OTMCo is in the process of updating there accommodation records, it's against this background that we require the assistance of each and every person residing at Cluster hostel, Welwitschia Village, Security Hostels, Contractors Camp or Flamingo Court to come to our office for this updating. Please ensure that you come for this updating at the OTMCo office at Okawe Village.


Please do not hesitate to contact the Assistant Property Administrator, Shalako McKay at Tel: 063 235253/0811 229447 for any assistance.

ILLEGAL RESIDENTS


Your attention is drawn to PR –AS-27 point 24.10.

24.10 No squatting will be allowed, in the single accommodation units.


It has come to our attention that a lot of Cluster residents are illegally hosting friends and family in their rooms.


Please note that disciplinary action will be taken should you be guilty of hosting illegal squatters



Now, there appears to be a problem whereby certain people who took VS and then left for the North, had extended family members staying in their rooms with them.....

After they left, the family members stayed in the room without permission..... when OTMCO arrives to inspect the place, the illegal tenant responds by saying ...Look at those bio's they belong to the original tenant, he is just kinding those box's until the transport arrives to collect.....after OTMCO leave, the illegal promptly changes the lock and continues to squat.....

Now..... can somebody explain to me....... (1) What was the illegal doing there in the first place....? How (2) How did he get into town? (3) How on earth does OTMCO think that these illegals are going to read this email, do they all have internet connections and Pc's in their illegal rooms?

... the only way to solve the issue, is to hold a joint operation with the PRU , Security, OTMCO and police dept and do a midnight drive around the various hostels and confronting the individuals.......

Security dept/ PRU, must start to search the bus's and cars arriving in Omund... I have heard tales of people being smuggled in........ for years already....

Mmmh! just my 2 cents.....worth...

Hi,

One of the problems is lack of communication between HR and Security. Once a person leaves Namdeb and O"mund I would have thought their name is taken off the records

We left 3rd Feb this year and on our return last Saturday (14th March) and as well as Michele applying and being charged for Security clearance, it was found out that both Jen & myself are still on record as being O'mund residents. We are now in town without any key card or temp passes (illegal.......???????), so we must now spend time to try and sort this problem out.

As our old key cards are in Gordon's Bay and not being told we must hand these cards in on our exit, we have also been informed that we must pay for new cards as well.

I wonder where the real problem exists with all of these instances............???????????

Ha-ha!  I think Mike, Michele and the kids have something to do with that..... they organized it that way so security might keep you there for further questioning, just to keep you there for longer!!!!  All an elaborate plan, I'm sure of that, we know Mike by now! 
I'm just around the corner from G'bay, so let me know if I should go feed the goldfish and water the fern!...

Hi Mike & Jenny ~

Welcome back and congratulations on the arrival of Kelvin and in becoming grandparents again ~ the Alexander population of Oranjemund (unlike everything else) is clearly showing "positive growth"!!

Apologies for the fact that you have had such an "unfavourable" return to Oranjemund on such an auspicious occasion!   As highly valued ex-employees and residents of many years of service, this is clearly not the type of experience we would like folk of your pedigree to encounter.  I cannot offer any explanation off-hand as I have not yet had the opportunity to investigate the circumstances around your access status.  I can assure you, however, that these "gremlins" are not introduced on purpose!!  Please contact me (or Karl Fisch) at the office and we'll seek to solve the problem, wherever it lies. 

Meanwhile, enjoying your holiday in Oranjemund and don't get suckered into too many babysitting duties!!!!

I would just like to sort out the definition of "illegals" in the Oranjemund context:

"Illegal" - someone who has entered town unlawfully, without a host or security clearance.  These individuals are, either, smuggled into town (in a boot of car for instance, as suggested by Mike) or wade across the river or....whatever.

The second definition I would like to introduce is "Trespasser".  This is someone who is in town legally but is staying in premises other than those approved in their application for security clearance/entry to town.

Proceeding from this departure point, I need to say that 99.9% of the people in Oranjemund are here legally as, either, visitors, dependents or employees (of Namdeb, service providers, Government departments and so on).  In other words, a host has applied for them and they are in possession of Restricted Areas Permits (the modern version of the Diamond Area Permit).  "Illegals" in Oranjemund are not a problem per se because such instances are extremely rare.

What is a problem, however, are trespassers.  These are the people Mike is referring to.  It is unfortunate that a number of people in town accept bribes to host visitors to town.  In other words, a person wishing to bring visitors into town (knowing that he/she is unable to accommodate them) approaches corrupt householders and pays a bribe for that individual to act as the host.  This is extremely difficult to detect because, (a), there is a culture of silence amongst those involved in such activities and, (b), there are many "private enterprise" structures in town today which Namdeb's company policies and procedures have no mandate over.

So, let's rather talk about trespassers as opposed to "illegals" who few are in the proper sense.

Hi Pete,

Thanks for your warm welcome and response to my comments. We will pop in to see yourself or Karl early next week, when hopefully life has settled down somewhat.

Anyway, it's nice to be back amongst good friends and of course family. If you are not doing anything Friday evening, we'll  be at the Bowling Club, so please come and join us (don't forget to drag Brenda along with).
